I suspect your dial-in script is incorrect.  Possibly dialing the wrong
number, possibly sending the wrong username, or answering incorrectly to
the prompts.

Your earthling email rather hides which ISP you're using, but I know
sometimes you are required to enter different usernames depending on
whether you want PPP or shell access.  (for the sake of argument, you
might enter 'foo' as your user for shell and 'ppp/foo' for ppp)

If you have a dial-in script working on any other platform and can monitor
exactly what it's sending then compare it with your linux script and find
the differences...
