OK, I reproduced the problem using a test account; it turns
out that gnome-keyboard-properties was indeed dying due to
a bug in the libxklavier library.  I have submitted a patch
to correct the problem.  (There is still a window-stacking
issue, which I will try to investigate when time permits).
