I don't think it's a window raising issue. Although ps shows a gnome-
keyboard-properties process, it does not appear in the panel as an
active window (although a entry briefly appears saying "Starting
Keyboard Preferences..", and then vanishes. Moving all my windows and
checking all other workspaces does not reveal a Keyboard Prefences
window. This occurs both with my account and a test account on
multiple machines.
I'll note, however, that if, say, I ssh in to my machine from a
machine with a very different Window manager (Apple's X11, for
example), the keyboard preferences opens just fine, although it
(expectedly) complains about some XKB errors. So there's probably a
window manager issue, but I don't know that it's a raise/lower issue
for me.
