Elliot Schwartz kindly pointed out that MH has an option (ATTVIBUG) to
deal with this problem. It will be turned on in the 8.1.9 patch
release, which will go out in one or two weeks.

This one you'll have to take up with the dialup maintainers
(bug-dialup). I don't think they're currently planning to change the
existing behavior.
