Whoops, I have to apologize here. I wasn't caught up on bug-dialup.

At some point today the dialup maintainers changed /var/preserve to
have the appropriate permissions. We think, anyway. So this problem
ought to be resolved. Let us know if it still doesn't do what you
want.
