Some of this is done by the Scouting & Youth Services group.  We have a booth at NOAC (National Order of the Arrow Conference) and the upcoming National Jamboree.  At the local levels, many of us will setup APO Info Booths at Scout Shows, major scouting events, and the like.  Just last night I was at a council Eagle Banquet, giving out over 60 Scouting Recognition Certificates to the Eagle Scouts there.  I also setup my APO display.  I took one of those tri-fold science project display board you can get at Office Depot et al, and have APO stuff on it.  I also lay out a selection of APO brochures and literature, and try to take up APO to the Eagles and their parents.  

This is something I encourage our chapters to do, but I'm sure few do.  I think it important that potential members be aware of APO before they go off to college.
