telnet/ftp cannot find DNS

I don't know how to fix the problem I have with telnet/ftp through ppp on
RH 4.0. Telnet/ftp work fine when I run them as root, however, when logged
in as user, telnet/ftp fail with message: can not hind host. Ping and
rlogin works OK for both root and user. I looked through FAQ's and
errata, but can not find anything pertinent to my problem.
