Check /etc/news/nnrp.access ('man nnrp.access' for details).
I just set up a news server as well, and I had to change the above file,
and /etc/news/hosts.nntp (which needed a line with the hostname of the
news server). Otherwise things should work out of the box (setting up a
newsfeed is another thing, though).
