I've seen exactly the opposite.  eg, the response to telnet in 4.0 is much
faster than in 3.0.3, almost instantaneous over local ethernet, while with a
relatively similar machine running 3.0.3, there is noticeable (~1 second)
delay before getting the herald and login prompt.  Same thing coming in
from outside via a 28.8 link.  The response to a telnet thru the 3.0.3
machine (which is the router) to the 4.0 machine is about 3X faster than a
telnet directly to the 3.0.3 machine...
