slow inet spawning

At times inted is able to quickly kick off pop-3, telnet, ftp, services etc
and at other times there is a sllooooowww response.  I've executed inted -d
and watched the system.  You can see inted answering the request and
executing the correct program and it looks great but it takes 30 - 40
seconds for the telnet, ftp or pop-3 to take place.  I've ran netstat and
there are no dropped packets or collisions.  The system has a minimal load,
it should be bored out of its skull.

Any hints as to where I can look for a solution?
