Maybe the driver is reporting it wrong or the controller reduced the bus speed.
If you have external cable detection turned on, turn it off and see if that
makes a difference.  The docs say it will not do 20MB/s with external cables.

If you are using the firmware level RAID (I assume you are), then it really is
wise to update the firmware... I hope they've taught it to deal with Quantums
infinite stupidity.
