PC replacement schedule?

We are in the process of developing a college-wide policy on
replacing/upgrading PCs.  I know the "rule-of-thumb" is replacing
every three years(if you're being very generous) to five years, but
some people in the college community are skeptical that this is
necessary.

Could someone point me to a written "standard" or recommendation in
the literature?
