For those of you who receive the EDUCOM Review, there is an interesting
article on pp. 52-51 by Kenneth King on "The NREN Picture Becomes Clearer".
To quote several sentences:
"On December 9, 1992, with broad support, legislation was passed authorizing
funds for the NREN as part of a high-performance computing and communications
(HPCC) initiative. ... You quickly learn in Washington that there is a
big difference between authorization and appropriation and that many victories
are short lived. We have not secured appropriations (that is, authorization
to spend money) ... "
The article goes on to describe efforts by the NSF to build the high-capacity
backbone and seems to indicate that the NSF backbone effort is likely to
be the only NREN-related effort we will see in the coming years.
I wonder if others would care to comment on this.
