 There's an interesting article by Richard Dougherty in this week's
 issue of the Chronicle of Higher Education (June 17, p.B1).

 Part of the article is an overview of a number of obstacles that the
 electronic journal faces in gaining acceptance by the academic com-
 munity. Dougherty contends that "we will probably have to struggle
 with the existing publishing system for another decade or more".

 Dougherty goes on to propose an interim solution: the "Journal
 Factory".

 It's a good general overview of the future of the electronic journal,
 with a suggestion for an interim strategy that libraries and universi-
 ties can begin working on now.
