The ERIC clearinghouses _are_ poised to annotate and index
electronic journal articles.  Our own clearinghouse, which
covers the fields of library/information science and educational
technology, is currently evaluating one e-journal for regular
CIJE coverage.  The ERIC clearinghouses don't have the resources
to cover all existing journals that are of potential interest to
the ERIC audience, however, so selection criteria are applied.
E-journals are subject to the same criteria as other CIJE
journals:  substantiveness, contribution to knowledge,
authority of author and source, timeliness, etc.  Another
important issue is availability--one reason to put e-journals
in RIE, as oppossed to CIJE, is that the many users who do
not have electronic access can obtain copies through microfiche
collections or ERIC reproduction.

Many of the ERIC clearinghouses are on the Internet.  Anyone
wanting to discuss this further or to alert ERIC to an
e-journal is welcome to contact me directly.
