I've dealt with this one obviously. If someone specificly asks me not to
mention something, I won't. In most cases, I give them the barrier speech
that they should implement this limit in reality if they want it.

A one Pacselite opinion. To some extent your question suggests
connotation of the answer you favor, or at least seem to, with the
wording "Should we observe others' wishes..." It seems that at
some point it could be that there is a lot of unnecessary and
costly duplication on the net. At that point some facilities
might be thankful that they have more work than they think they
would like to handle while some of their competitors are
underemployed in a recession.
Of course, if you or someone is supplying the world and being
funded locally humanity needs to hope for a redirection of
resources to areas from which it most benefits, but that
requires movement, luck, reorganization, political action on
international, national, state and local levels and maybe
even a few prayers.

Nancy,
I agree that it is a dilemma. Many of us know of the availability of ERIC
at "free" sites - and I use them outside of that site's peak hours. Being
in Australia that is easy.
You can't enforce secrecy, but does this mean you don't share your
knowledge of resources,just keep it to yourself - difficult if you rely on
networking to build up your "information access" store of knowledge. I
think we should respect their wishes, and only use them sparingly, and also
be preprepared to have our own resources accessed in the same way as we
access other's. One of my difficulties is when I see queries about
Uncover-there are numerous free and legitimate ways to access Uncover, but
sharing the knowledge may well result in it being closed off (and I still
think CARL should only charge for the document delivery, not ask for
subscriptions to create the service-it's a bit like charging someone for
growing the wheat, as well as for the loaf of bread made from it).
