update failure from fresh install

I did a clean install from a newly created install
floppy (add linux; linux-install-floppy). I then attempted
to run update_ws 9.0 and had it fail with the following
error:

Beginning update from 8.4.0 to 9.0.14 at Mon Sep  3 04:36:33 EDT 2001.
Freshening rpmupdate: Preparing packages for installation...
athena-rpmupdate-8.4.staging-4
Update would break dependencies:
	yp-tools is needed by ypbind-1.7-0.6.x
*** The update has failed ***

I didn't realize yp-bind and yp-tools were installed by athena
and given that they're in the 8.4.25 control list, I'm not sure
why the athena updates also don't fail.  Perhaps the update script
depends on the full path being in release-rpms and deals that way, I don't
know, and I'm really too tired to look right now.  However, if we're
not going to have a 9.0 installer out really really soon (I submit it's
already too late) -- we should figure out why this breaks and fix
it as quickly as possible.
