Sorry, I forgot to read your mail from a while back about PUBLIC=true.

 I think it's fairly clear we must install PUBLIC=false for custom
installs.

I still would rather not install PUBLIC=true for the default case.  I
don't think there are significant advantages besides the avoiding a
minor difference between the IS install.  I think installing
PUBLIC=false will more likely to be what our users want.

But you have convinced me it doesn't much matter.  If the consensus of
those involved is that we install PUBLIC=true, or if release-team
asserts that they would strongly prefer we install PUBLIC=true, then
that is what we should do.
