It is in one way: Linux 1.2.x did not fully support ELF.
Specifically, it didn't dump core for ELF executables. This is why,
prior to the release of Linux 2.0.x, I supported staying with a.out.

Now that Linux 2.0 is out and shortly to be the kernel in the
installation we recommend, I see no reason to continue supporting
a.out binaries. The past release is "deprecated," meaning we don't
plan to do any more development for it, so the lack of ELF core dumps
will not be an obstacle.
