I don't agree; /etc/rc.d is for startup files shipped with the system,
and /etc/athena is for Athena dreck. Whole Athena-specific files
generally do not belong in /etc, although existing files in /etc do
need to be modified for Athena software.

/etc/athena and /bin/athena should not live on system packs; they are
intended to be local. Certainly, /etc/athena can't because of
/etc/athena/srvtab.
