i understand the model but it doesn't make sense under Linux.  First,
it sort of requires a sysv init, which Linux doesn't really have.  If
we had it, then sure, doing one config file per "package" would be the
right thing to do.  But in this case I think the rc.athena/rc.conf
scheme is the best way to go.
