Acroread is available in medibuntu repositories and it's clearly the
better of the pdf readers available for Linux. Obviously, it is not a
GPL software which automatically excludes it from regular Ubuntu
repositories. On the other hand, acroread was available as the default
PDF reader for Athena 9 (hmm haven't checked that in a while but I think
I am right).
Just a thought. Don't know how hard/how much disruption it would be to
set Acroread as default for debathena.

P.S. Still waiting for a resolution of the flash in Firefox bug to make
the workstations usable.
