This is new.  I can reproduce the problem from egyptian-gods to
equal-rites, although I'll note there is a 15-30 second pause between
"Escape character is '^]'.' and "Encryption could not be enabled.".

rlogin -x still appears to work for me.

This is known, and will be fixed in 9.4.10.
