Having used the right mouse button to bring up the applet menu for the
time/date applet (as per a previous not so useful note to testers
moments ago), Today's weekday, month, and day, appear just above the
panel at all times, at the same X coordinate as the mouse.
So perhaps the "Repeat-by:" is:
Bring up the applet menu for the date/time applet.
Watch as baloon help offers you today's date in the panel until you log
out.
