Well, GNOME 1 handled this okay; there was a concept of "N pixels from
the right" instead of "N pixels from the left."  GNOME 2 has the same
concept but appears to normalize to "N pixels from the left" on save, so
the concept is only useful in the defaults.

We will probably have to suffer with this problem for now, but maybe I
can get a behavior change into a future upstream release of panel.
