Probable problem initially logging in to 9.2 when overquota.

A user who was overquota was unable to completely log into any of the
9.2 machines in the SIPB office today.  When he tried to do so, the
console displayed the warning "Could not create per-user gnome
configuration directory '/mit/username/.gnome2'".  Sawfish started, but
he didn't get a the gnome panel, or a terminal window (he got both of
these when logging into a 9.1 machine.)

I haven't explicitly tested that it was the problem was quota-related,
but given the warning message, it seems very likely.
