At least under Linux, when the GNOME Control Center starts up there are
two icons of crossed screwdriver and wrench labeled "Control Canter".
Double clicking on either of these starts a new Control Center.

Chances are somebody spazzed in a config file or template somewhere.
This real estate could be used for something useful, like the two icons
in the More Preferences section.
