That's because Knuth, in his infinite wisdom, defined cmcsc at five
sizes (8pt, 9pt, 10pt, 12pt, and 17pt), each with slightly different
shapes to match his aesthetic notions, but cmcsc only at 10pt.  As a
result, cmcsc10 needs to be scaled to resolutions cmss10 normally
wouldn't be scaled to, as one of the other cmssNs would be used
instead.

That's roughly correct.  (The exceptions are the fonts that aren't
provided at 10pt for some reason, but those are rare and I don't know
offhand if the release includes any.)
