Could you please send me the update.log from a machine where you saw
this behavior? I haven't noticed it.

This was definitely a case where I did not bother to dot all the i's
and cross all the t's. Presenting different menu options from xlogin
depending on the X mode is not a trivial thing. I expect the 8-bit
option to be used very rarely; it's only there to provide a workaround
for the occasional piece of software which can't handle a 24-bit
visual.
(The way to go back to 24 is to type ^P to get a console login, and
then ^D. I agree that it's not obvious.)
