   name service.... The can't start X may be an indication that the
   machine requires the network to start X and should be tracked down
   and made independent.... (if for no other reason than to get the
   screen saver going and not panic users).

I reported this as a bug a while ago, it was #2600 in netprob.
Here is the reply I got.

I don't know of any document that states that xlogin should start up
even without the network (just that it has always worked that way, at
least since we started running X all of the time), and I never got
back to them.  The bug seems to have been resolved.  That doesn't mean
I wouldn't like to see X run even without the network.
