The original design of dm/xlogin was suppoosed to bring up the login
without the system packs. Why do you think so much work went into
having the fonts that were required available on the local disk?
Really - there is not that much that needs to be local to start the X server
and xlogin - unless there is a shared library issue which can probably
be resolved.
