The Moira server has been changed in the following ways for better AFS
support:
1. The server can now create volumes of type ORG, in the manner
specified by Anne's email. Currently, the client has not yet
been changed to support the default path, but this should be
occurring soon. This means that there is less locker creation
that has to be done by hand...
2. The Moira server will also zwrite a message to class "afsadm"
whenever there is a quota CHANGE of 40MB or more. This was done
per Kim's request.
