The Moira server end of things has been done.
The Moira client will also need to be changed to provide the correct
default path.

Hi Richard,
Here are the specs for putting support in moira for type 'ORG' lockers.
Please let me know of you need additional info, or if this isn;t clear.
Also, please note that the 'ORG' type already exists in moira, but currently
we say 'do not propagate to server' when we create them (so of course nothing
actually happens...right now all volume creation, acl setting, etc. is done
by hand). Thanks!

empty, except for a "www" directory owned by the group owner
