Pam, it was the apostrophe character which caused the query to fail.
I've heard mostly vague references to the weirdness of quoting (using
the apostrophe character) in Ingres. But this case makes it look
pretty clear that we should just not be putting apostrophes into
Moira. I don't know what the circumstances were when you used them
before without failure. (I don't know of any other problems with
printable characters in Ingres strings -- just the apostraphe.)
BTW, I was able to add the comment with a double-apostrophe (''),
which appears to be Ingres' way of representing an apostrophe within a
text string. (Ingres text strings are, 'like this,' surrounded by
apostrophes.)
bug-moira and ops people: the errors generated were (from /moira/moira.log):

Ingres system error occurred (Query failed)
The line with INGRES ERROR went into /moira/critical.log.
