I pass along the following suggestion from John Wroclawski.
If it turns out to be too hard to parse and check strings with slashes,
the following workaround might help: find some friendly internet site
that runs mmdf rather than sendmail, tell moira to forward the mail
there, and tell the mmdf site to forward the mail to the X.400 address.
Under mmdf the syntax for user names and the syntax for file names is
sufficiently distinct that there would be little concern about the
slashes in X.400 names causing trouble.
