RS/6000 console registration does not work

There may be a bad interaction with a NOCREATE/NOREMOTE on the machine. 
The machine is clearly not public.

What were you trying to do? 
Register for an account on air-traffic-controller, the RS6000 in the
consulting office

What's wrong:
An error displays in the console too quickly to read and it goes back to
the login screen.  The register program doesn't run.  I tried several times.

What should have happened:
should have let the user register for an account
