How to record the "good ideas" that aren't projects YET?

...as a follow-up to today's discussion at magellan.
If there were ideas/needs that needed to be recorded in IS Work that weren't
ready for prime-time, ie., that were in some sort of pre-planning or technology
watch, we could use three existing "project" fields to accomplish our goal:
Status = Active
Phase = Preplanning or Tech Watch or other major
[these values would need to be added to the picklist]
Process = Set to "Discovery"
Thoughts and comments?
