What gave you the idea that this might happen?

The proposed changes are for Milnet, i.e. systems in the .mil domain.
It does not apply to systems in the .gov or .edu domains.

Most of the national labs are not DOD funded, although some are.
For example, Argonne, Brookhaven, Fermilab and SLAC are all DOE funded:
Dept of Energy, not Dept of Defense. SLAC is in the .edu domain,
the others I've listed are in .gov.

Many other national labs, like the National Nanofabrication Facility,
are NSF funded and are in the .edu domain.

LLNL (Laurence Livermore), LANL (Los Alamos) and ORNL (Oak Ridge),
to pick a few that you might be thinking about,
are only partially DOD funded. Most of their systems are in .gov.

I hope this clarifies things somewhat.
