What you note below seems to be a common theme I've heard "spoken" about. In my reading of the CIX charter / membership qulaifications (or whatever), there is one premise that seems to always be overlooked. Even if a net such as you note below runs FTP archives, gopher or WWW (URL) servers/archives etc., they are not canditates for CIX membership unless they are actually (re-)selling IP connection services (aka "IP Dial-tone").
Of course, I could very well be "cooked" by CIX members reading here (and would appreciate such to set my undersanding straight...:-)
