The short story as I have been told it is that BARRnet had been
looking for some time to become independent of Stanford University,
which had previously operated it.  While it's still co-located
with Stanford's networking center for the time being, the 
WestREN network (thus BARRnet) is now legally independent of Stanford.

Someone from BARRnet should comment on CoREN, probably.
They can do more than speculate 8-)
