If there were no AUP, would the net be available
as a channel for direct-mail advertising? Junk
mail currently costs $.40 or more per item, and
every postal increase squeezes advertisers harder.
Some services charge as much as $1 for sending an
email message, but bulk rates of a few cents or less
are clearly practical. Advertising on the net is
essentially free and can be repeated frequently.
We could also expect charity solicitations and
religious and political exhortations. Is this
what people mean when they suggest having no AUP?
