 To Joe Ragland, you mean the enabling statue for the nsf?  or for the 
 nsfnet?  *Is* there an enabling statue for the NSFnet?  If *THIS* is 
 really the statute on which things rest, can we find out for sure?  When 
 the lawyer only thinks that it is required versus the statute being quite 
 specific is quite a contrast.  I may have missed this exchange but I am 
 nearly 100% certain I hear steve also remark as I reported.  Didn't know
