Jack,
You might find the AlterNet price list interesting. They offer
a deal just as you have described: "low volume T1" - access cost is
just the same as 56Kb/s (equipment is more, but that's hardly
surprising), provided that you use it, in the aggregate, at or less
than 56Kb/s over an agreed upon period of time. Thus do you get your
bursts of T1, at the 56Kb/s price.
Oh, one more thing: why didn't we go for that when we were
rearranging our connectivity last year? Well, it was attractive, but
given various services that we are deploying on our outside network, I
could not guarantee to my management that we wouldn't have a mid-year
budget surprise. Instead, we bought a full T1 connection from another
service provider for only slightly more money.
