Cost whom?
The Government? The value-added provider(s) (PSI, ANS, ...)?
Or the telcos involved? If so, then what does "really cost" really mean?
Is it the cost of amortizing the investment? Your local PUC may think it
quite reasonable that the cost is roughly equal to the revenue lost from the
number of 64 kb/s voice channels displaced.
