I supposed it depends on your economic model for your mid-level. Some
mid-levels are State Networks funded by the State Government. Some of these
State Networks don't want commercial members in the first place.
Also, the motivation for a CO to going ANSnet vs a mid-level is usually
economic. It is true that the charge ANS will make to a CO is sometimes
higher than the same level of service from the mid-level.
So, if the mid-level charges its commerical members more than ANS would,
then I could see that signing the agreement would have the problem you
suggest. If not, I don't follow.
