This has been gone into before but ...
The simple agreement gives ANS the ability to offer all of the mid-level's
members as potential customers for ANS-connected nodes but does not give
any rights for the complementary action on the part of the mid-level.
If a mid-level were to sign the "simple" agreement there would be no reason
for a CO site to join that mid-level. Joining the mid-level just gets to
the mid-level's members, joining ANS gets to that mid-level's members plus
any ANS members plus the members of any other mid-level that has also
signed any of the ANS agreements. Somehow this does not seem like all that
good an idea for the mid-level to sign.
Since many mid-levels depend on members who could become CO sites at some
point in the future for much of their revenue, it would be close to suicide
to sign the agreement.
