I realized as I reread this that I had left out a clause. The simpler
agreement does provide that the mid-level does not route traffic ANS from
networks that are classified as CO. To do that does require the more
sophisticated agreement so that ANS and the mid-level and charge each other
for COMBIT traffic.
Also, the version of the simpler agreement signed by the mid-level that I
am aware of does allow the mid-level to cancel the agreement at anytime
for any reason. Should COMBITs become an issue, this will allow that mid-level
to reorient its relationship to ANS if that is appropriate.
