A mid-level does not have to sign the complicated agreement unless that
mid-level wants to participate in the infrastructure pool. Mid-levels
can sign a much simplier document with ANS that allows ANS traffic of
all kinds to be injected into the mid-level and allows the mid-level to
inject traffic of all kinds into ANSnet.
The complexity of the original agreement is why ANS chose to offer the much
simpler agreement for traffic interchange.
I know of at least one mid-level that has signed the simpler agreement.
