How Good or BAD Are the Regionals?

Cisco's Ed Kozel writes in the January issue of Telecommunications:
"There is controversy over how much fedreal money should be spent to bring
all the regionals up to the same level of service, a level required by
mission agencies such as NASA and DOE [but not NSF? comment by G Cook].
There are questions about whether federal money should be used to improve
the quality of service at less well managed networks, effectively at the
expense of those regionals who have already paid their own way towards
that goal."
I heard that there had been talk at Farnet about certifying regionals, but
other than t his what Kozel is saying is news to me. Maybe while "bashing
gigabits" <smile> if missed some important goings on? Sure some regionals
are probably somewhat better than other regionals. It seems to me however
that Ed implies that some regionals are SO BAD they should not be rescued.
Are any really THAT bad?
