Dave Farber expressed concern that the first meeting of the Federal
Network Council Advisory Commission was not publically announced
on the net, so those who wanted to particapte, could.

Insufficient. Not only should the f-t-f meetings be announced 'on'
the net' in advance, the agenda should be published also at the
time and AFTER the meeting, at the very least the Minutes of the
meeting, and at the most, a complete transcript of the proceeding
should be in a host on the net for anonymous ftp, with corresponding
notification on the net that a meeting has occured and what happened
is available.

Any US citizen should be able to access such for any Federal body,
any time, at minimal (not value added by some vendor) cost.
